We should have a how to guide for using lit. The official lit documentation can do a lot of the work for us, and those should be linked to. We should also provide some insights into the specifics of working with lit within the Firefox codebase, highlighting how lit relates to our previous Custom Element workflows, what custom lit tooling we have, etc

Took a first pass at adding some docs on how we use Lit at Mozilla. I tried to highlight the ways in which using Lit in mozilla-central might differ from what's in the (already pretty comprehensive) Lit project docs. If anything I probably wrote too much, but let me know if you think I missed anything or if there's anything I can cut.
