Preconditions
- Have VPN connected to US.
- Google as default search engine.
- browser.search.region set to US
- browser.urlbar.trending.featureGate set to true
- browser.urlbar.trending.requireSearchMode
- browser.urlbar.update2.emptySearchBehavior set to 1 or 2 (default being 0)
Steps to reproduce
- Launch FF.
- Open a new tab.
- Click on the urlbar.
Expected result
- Google Trending Predictions entries should not display any flickers when interacting with the urlbar.
Actual result
- Google Trending Predictions entries display a flicker when interacting with the urlbar.

Can reproduce, this will only happen in the case of zeroPrefix, the issue is that top sites are getting shown much faster than remote suggestions. I am not sure if we will want to wait for suggestions or clear them.
