I'm no longer able to reproduce this issue but I was able to get a screenshot.

I changed the theme to light mode to see if a similar thing was happening in light mode (it's not) and I think that's why I'm no longer able to reproduce.

It only happens on the overlay buttons

Once bug 1824886 lands we should be able to include common shared style on the overlay and this bug should be resolved from that.
