1825891 - De-commission pre-CTW Android accessibility implementation

Prior to cache the world, we had a semi-working cache in the Java Android layer. We now rely fully on the gecko a11y cache and can remove the complex code that is not utilized.

This setting has been a no-op for a while. This patch removes some
public API, so I am not sure what the protocol is here.
