1825951 - No UI to create all-day tasks in local calendars

Steps to reproduce:

Select local calendar, click Ctrl+D to create a new task

Actual results:

A dialog opened but there was no option to make the task all-day. This is weird, given that Thunderbird has an appropriate data model (all date objects can be marked as isDate and there is an appropriate flags field in the internal database), moreover, Thunderbird does support those events, for example, in tasks calendar provided by https://addons.thunderbird.net/en-GB/thunderbird/addon/provider-for-google-calendar/ (tasks in that calendar can be only all-day, so in the corresponding dialogs only data is selected and the tasks are displayed in the all-day section).

Expected results:

I expected the opened dialog to contain a tick to make the task all-day, similarly to the event dialog.
