The recent work in bug 135636 introduced a change in behavior, when mail.e2ee.auto_enable is false
When switching from an identity with encryptionPolicy=0 to another identity with encryptionPolicy>0, and encryption still being off, we should automatically turn on encryption (behavior seen in TB 102).
