Details

In some instances, root certificates may become "obsolete" in CCADB. These root certificates could have been included in root stores in the past, but are no longer included. These certificates should remain in CCADB due to child records/cases, associated file archive records, and general data preservation. However, these certificates also create "clutter" in CCADB and may give the perception that additional activity or actions are required of end users.

We should consider a method for these root certificates to remain in CCADB but not result in clutter that creates unnecessary maintenance churn.
