We have a documented case of a places.sqlite where a page is persisted in moz_places because it has a tag, but when a page has a tag, it should also have a bookmark that is not a tag. That's not the case here, there is only the tag.
We should investigate how the code may lead to this situation, and add a maintenance task to clean those profiles.
