In any page long enough to have a scrollbar along the right, when Mozilla is
maximized (not resizable, takes up the whole screen except the taskbar), the
scroll wheel operates anywhere on the webpage seen except along the leftmost row
of pixels on the page.  It appears to work fine along the rightmost row of
pixels on the page or scrollbar.

Reproducible: Always

Steps to Reproduce:
1.  Go to any site which spans several pages (e.g., Slashdot.org).
2.  Maximize the Mozilla window and operate the wheel on the page.
3.  Move to the leftmost row of pixels along the left of the screen - no scroll!

Actual Results:  
Scroll didn't work.

Expected Results:  
The page should scroll.
Which theme? (Dup of bug 176278?)
hmm would likely be a dup regardless. Resolving as such. Please add comment
there about which theme yous ee the bug with, if it isn't classic.
