Refactor the existing recently close tabs component to use the new lit list/row components, update the empty state, and create a new page for Recently Closed Tabs per the figma spec here: https://www.figma.com/file/wP9MY9KJn9xqPf140lTvTv/Fx-View-Specs-2023?node-id=2377-128505&t=zeF2K3WHZgJogV9s-0

Note: The search input is not in scope for eng for milestone 2 even though its on the figma.
