1829010 - Move helper_hittest_iframe_perspective.html and helper_hittest_iframe_perspective-3.html into their own test group

As discussed in bug 1776972 comment 69, I'd like to move these subtests into their own test group, so we can disable them on windows11 (where they're failing at a high rate) without losing test coverage of other subtests in test_group_hittest-2, pending an investigation of the underlying cause of the failures.

This is done by moving them to a new test group, test_group_hittest-3.html.

Bug 1829021 tracks investigating the cause of their frequent failure on
Windows 11 and re-enabling them.
