Current FEATURE_VIDEO_OVERLAY shares overlay of hardware decoded video and overlay of software decoded video. But overlay of software decoded video could be enabled even when overlay of hardware decoded video does not work. Since overlay of hardware decoded video might not work because of hardware decoder problem.
