Install Firefox Nightly from PPA (https://launchpad.net/~ubuntu-mozilla-daily/+archive/ubuntu/ppa)

Actual results:

Firefox shows this when launched from the terminal:

Looks like this is a regression from https://bugzilla.mozilla.org/show_bug.cgi?id=1787182 (specifically https://hg.mozilla.org/integration/autoland/rev/4b8a03e2bd4f)

I was able to grab the glxtest and vaapitest binaries from the tarball and put them in /usr/lib/firefox-trunk and Nightly is now able to use hardware acceleration again. Something seems to be wrong with the build process for the official PPA that causes these binaries to be omitted.
