User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:109.0) Gecko/20100101 Firefox/112.0

Steps to reproduce:

1. in about:config, set browser.tabs.tabMinWidth to 200
2. open many tabs
3. scroll mousewheel 1 step down or up while hovering on a tab

Actual results:

view jumps by 6 full tabs to left or right

Expected results:

either should jump only 2-3 tabs to right or left, or the user should be able to define a number of tabs that are scrolled.
