Steps to reproduce:
I pressed [CTRL]+[t] to open a new tab, [CTRL]+[w] to close it, and then [CTRL]+[SHFT]+[t] to attempt to reopen it.
Actual results:
The most recent tab i had opened that was not a newtab was reopened.
Expected results:
The new tab would be reopened.

Hello, thank you for bringing this up.
Issue reproduced on MacOs12, Ubuntu 22 and Win 11 with Fx versions 102.11.0esr, 112.0.2, 113.0 and 114.0a1 (2023-05-03) with the following steps:
- Launch Firefox
- You have a new tab open. Optional: in the same tab, open a random site - e.g. https://ro.wikipedia.org/wiki
- Open a random site in a second tab.
- Close the tab opened in step 3.
- Press [CTRL/Cmd]+[t] to open a new tab.
- Press [CTRL/Cmd]+[w] to close it.
- Press [CTRL/Cmd]+[SHFT]+[t] to reopen it.
Note:
- just Newtab seems to be affected by this particular issue.
- having a Newtab or a tab with a random site as the base tab seems to make no difference (step 2.).

Changing it to S3, since this might lead to the user unexpectedly open some sensitive information tab.
