Steps to reproduce:

I tried to find a setting to make Thunderbird PGP-sign my messages in cleartext instead of as an attachment.

Actual results:

I could not find a setting to make Thunderbird PGP-sign my messages in cleartext instead of as an attachment.

Expected results:

I would have been able to find a setting to make Thunderbird PGP-sign my messages in cleartext instead of as an attachment.

Correct, we don't want to support creating inline pgp.
