This scrollbar should only appear if there's something to scroll to.

Reproduced the issue with Firefox 114.0a1 (2023-04-30) on Windows 10x64. The scroll bar is displayed even if there is no reason to.
The issue is verified fixed with Firefox 114.0b8 on Windows 10x64, macOS 12, and Ubuntu 20.04. There is no scrollbar displayed on both variants when only a few browsers are available to import from.
