A resolution was made for csswg-drafts/#5261.

[scroll-animations] Behavior of scroll-linked animations in the first frame

RESOLVED: Newly-discovered timelines trigger a new layout at the RO portion fo the frame lifecycle. (Maybe other times, tbd.)
