When opening a page in a new tab, I can't switch to another tab using
control+pageup or pagedown while it's loading. A tab that already has content in
it and is just busy moving to another page is switchable using this method, but
a blank one that is loading a page is not.

Reproducible: Always

Steps to Reproduce:
1. Open a website
2. Open a link in a new tab
3. Press control+pageup or pagedown while link is loading

Actual Results:  
Blank, loading tab remains active.

Expected Results:  
Switched to the next (or previous) tab.
