In 2023q1, we split Eliot out of Tecken and migrated it to GCP as a separate project. Now that we're done with that migration, we can remove Eliot from the Tecken codebase.
- remove eliot code
- remove any eliot scaffolding
- remove eliot and symbolication API bits from the documentation
- update architecture diagram for tecken

We can remove the Eliot things from the Tecken dashboards, too.
And Eliot-centric things from the requirements file.

Now to see if I broke everything....
Deploys are broken in stage. I put together PR 4826 which might fix it. Waiting on that landing and then we'll see where things are at.

PR 4826 landed and I did a dependency update PR to trigger a stage deploy. Stage is still failing the deploy. I wrote up DSRE-1323 to look into it.

Stage deploys were fixed earlier this week.
This was pushed out just now with bug #1833882. Marking as FIXED.
