Steps to reproduce:

I create a new link to a local page or I copy a portion of text with a link of a local page.

Actual results:

In the creation case, the check box for "URL relative to page location" is unchecked.

In the copy case, the pasted link check box for "URL relative to page location" is unchecked even if the original link has the box checked.

Expected results:

In the creation case, I would like that the default box state come from a global pref.

In the copy case, I expect that the pasted link box state is the same as the original link.
