Update Firefox's update prompt to include a link to the release notes

As requested by the community, we should update the "update Firefox" prompt to include a link to the release notes for the version they'll be updating to.
- Update the “Update notification panel”
- Add link to the latest Release notes - the link should direct the user to the release notes of the version that they are updating to (all Firefox Release note)
- Linked text says “Learn more”

There's probably localization concerns as the release notes bedrock pages might go through a different localization process than the rest of the pages?

I've posted on the community request, didn't get an answer yet but this seems to be going in production soon.

sure! just edit the bug and change the relnote-firefox tracking flag to ? ( then add all the info in the comment). Ill then add it to the nightly release notes, and I will update that flag to + once it makes it all the way to release.

Release Note Request (optional, but appreciated)
[Why is this notable]: When an update is available in English locales, users will now have access to the release notes for the update, in the form of a "Learn More" link in the update notification prompt.
[Affects Firefox for Android]: No
[Suggested wording]: I don't know exactly the most delicate way to phrase this, because we don't want to mislead users in non-EN locales, who will not see the link. The release notes page is only available in English. We have experiment plans to offer the EN release notes to non-EN users, so we can see how it's received. But for now, only EN users will see the link. And since the 116 release notes page will be the same for all locales, AFAIK we can't restrict the note to EN locales? So I guess we have to say "When an update is available in English locales...", but idk the best way to phrase that so it doesn't feel like we're handing out special anglosphere perks 😅
