1832396 - Copy/paste images as png on Windows clipboard for broader compatibility with transparent images

We currently post only BMP formats on the Windows clipboard but many apps understand PNG on the Windows clipboard, and the support for transparent images is much more universal with that format. This will help graphic designers and people making presentations.
