In conjunction with the OpenH264 update, we should try enabling the video decoder by default as well so that users with no other H264 alternative may use it.

Release Note Request (optional, but appreciated)
[Why is this notable]: We are shipping a fallback for software H264 decoding for general video playback for the first time. This affects a relatively small group of users, but the functionality is significant for them. At this time, it is just for nightly, so only the nightly release notes should get it.
[Affects Firefox for Android]: No
[Suggested wording]: (Feel free to rewrite, I've not written one of these before): Users without platform support for H264 video decoding can now fallback to Cisco's OpenH264 plugin for playback on nightly.
