1832783 - Wrong error message for exceeding file size

User Agent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/113.0.0.0 Safari/537.36

Steps to reproduce:

Tried to open a bug and attach file that was too big.
The error message did not point that but showed something that was set as not set

Actual results:

1. Try to open a new bug
2. Include the relative information
3. Attach a file that is over 10MB (Max upload size here)
4. Submit the bug report
5. Error message To file a new bug, you must first choose a type: defect, enhancement or task.

Expected results:

An error message should point that the file I am trying to upload is too big.
