Original change's description:

COOP: restrict-properties reporting 2/*: BrowsingInstance reuse test.

This patch adds a WPT to verify that COOP reporting deals gracefully
with going back to an existing BrowsingInstance in the same
CoopRelatedGroup, which is a possibility introduced by COOP:
restrict-properties.
