webkitdirectory has been enabled in release for almost 7 years now. The feature is so ubiquitous that it's likely impossible to unship in favor of something better, unfortunately.

Let's simplify stuff by removing the pref.

Nevermind, I just noticed that this feature isn't enabled on Android yet.

Looking closer, It's not clear that webkitdirectory even works on android with the pref enabled. So it might be simpler to remove the pref and add checks for Android in the appropriate locations? Although pref checks in IDL are probably cleaner than ifdefs
