The quarantined domains (QD) feature is designed to prevent add-ons from running on a set of domains (controlled with remote settings by Mozilla). This set of domains is quarantined for a variety of reasons including but not limited to security.
This bug is about potentially considering an enterprise policy to disable this feature (and lock the extensions.quarantinedDomains.enabled pref). We think it'd be best to disable the feature entirely than be able to override it (like restricted_domains) because of RemoteSettings.
