For pretty much the same reasons we have Bug 1835013, we'd like to include the extensions.quarantinedDomains.enabled pref into the Telemetry environment.

Yes, William Durand and the add-ons team are responsible.

Category 1, Technical.

Default on for all channels.
Default on for pre-release channels only.

Does the instrumentation include the addition of any new identifiers?

No.
