Wen you move the cursur over the menu to the left the sub menu replace the
entire page. I have fouldx this bug in this versions of Mozilla 1.1 1.2.1 and
Netscape 7.0 . It works fine with netscape 4.8 .

Reproducible: Always

Steps to Reproduce:
1. Go to http://www.contra-costa.lib.ca.us/government/government.html
2. move the cursor over the menu to the left.
3.

Actual Results:  
only the submenu is shown in the page.

Expected Results:  
show the submenu to the right of the menu.
