Preconditions

• in about:config, set the preference "layout.css.font-visibility.private" to 1.

Steps to reproduce

1. Launch Firefox.
2. Navigate to https://en.wikipedia.org/wiki/Georgian_Supplement
3. Look at the "Georgian Supplement" table from the accessed page.

Expected result

• The symbols are correctly displayed.

Actual result

• Tofu boxes are displayed in PBM, when accessing the test pages.

Regression range

• Not a regression.

Additional notes

• See the attached screenshot.
• Not reproducing in Beta where the pref layout.css.font-visibility.private is set to 3. Also not repo on normal widow.

The issue is still reproducible with latest Nightly 116.0a1 under Ubuntu 22.04 x64, tofu boxes are displayed in private window, but not on normal window.

My conclusion is that Noto Sans Georgian (which is a langpack font) must be installed locally. With visibility=1 this is working as expected; thanks for validating.
