Steps to reproduce:
- Navigate to https://youtube.com/
- Open DevTools Inspector
- Find an element with lots of event listeners
- Press the event listener badge
- Try toggling an event on/off
Actual results:
Sometimes, overlay scrollbar is unintentionally expanded and the toggle is not clicked.
Expected results:
Overlay scrollbar does not unintentionally expand.

This makes it harder for the user to accidentally expand the overlay scrollbar
when they actually intended to toggle an event listener on or off.
