The policies.json is looked up in hardcoded path /etc/firefox/policies/policies.json. The Flatpak cannot put files into the /etc location, it uses /app/etc/... instead. We need to use the SysConfD which is /app/etc/firefox under flatpak now.

By using SysConfD we can support policies under flatpak where SysConfD points to
/app/etc/ which content system administrator can change.
