about:translations is not ready to be turned on for general usage, so this was intentional.

Whole page translation is enabled by default now. Any possibility to reconsider adding about:translations to about:about or (better) adding a link in about:config or in the menu?

Someone asked again about this, and the page needs localization, accessibility, and some smaller usability fixes before it would meet the bar to be exposed to about:about, which why it's not turned on. We haven't prioritized that work, but there are a few issues filed that we would gladly take contributions. https://bugzilla.mozilla.org/show_bug.cgi?id=1853118
This page was built initially as a way to get the translations infrastructure working in Firefox and testable interactively. A full stand-alone translation tool is something that requires more thought and design. We have been discussing such a tool, but that work is still in our backlog given other priorities.
