Bug 1831263 disabled thousands of subtests in WebGPU CTS that had either inconsistent PASS
results, crashes, or TIMEOUT
s. That bug's scope was to get CI to green, but now we should actually triage these failures and get at least a rough idea of what's going wrong.
The deliverable of this bug is more bugs; we only want to break out more work here, doing a depth-first search for issues.

I'm going to close this in favor of ongoing effort to promote all WebGPU CTS tests to tier 2 or higher. We don't currently have disabled
tests, just ones that aren't in tier 2 yet. Hopefully, this gap will close, and stragglers will be promoted to tier 2 with their own metadata and bug entries.
