This is a follow-up to bug 1836377 which will land with manual testing for now. There, we learned we lack WPT coverage here due to bug 1524074.

Some notes from karlt:

I guess we didn't have a good test for this. Need a mochitest probably to poke the permissions with SpecialPowers. Do you happen to know a similar test to copy here?

  permissions are handled in the parent process, so a browser chrome test would be better

  which would avoid the need for two tabs
