STR:

  1. Install Private Bookmarks: https://addons.mozilla.org/en-US/firefox/addon/webext-private-bookmarks/
  2. Hover the extension's action button on the UEP

AR:
Even though the button is disabled and non-clickable, the message changes to "Open extension".

ER:
Don't change the hover message. Only change it when the menu button is being hovered.
