This should be straightforward - a default-false pref called browser.shopping.experience2023.optedIn or similar. This doesn't cover actually creating UI for this pref, but it'll help unblock other work.

this was meant to be for storing the user's opt-in choice, while bug 1836265 was just for toggling the experiment, so it's not technically a dupe
