In Bug 1704521, we added a preference which can be set to disable F12 as a shortcut to open the DevTools toolbox. At the moment, this is only accessible from the DevTools options panel.

It would be nice to also expose this option in the regular Firefox settings so that users don't have to open DevTools in order to modify this.

There is another open bug report that has to do with disabling - or allowing the disabling - of F12. Developers conceded in that bug report - which I cannot find at present - that it is easy to press F12 accidentally and that many users will be boggled by that which F12 brings up.
