Environment:
Operating System: Windows 10 PRO x64
Firefox version: Firefox Nightly 116.0a1 (2023-06-05) (64-bit)
Preconditions:
Clean profile
Steps to reproduce:
- Navigate to: https://www.nytimes.com/
- Scroll the page
- Observe the page header's top action menu bar.
Expected Behavior:
All the elements are present in the action bar.
Actual Behavior:
The section has missing elements.
Notes:
- Reproducible regardless of the status of ETP.
- Reproducible on the latest build of Firefox Nightly and Release.
- Works as expected using Chrome.
- Some categories are missing from the header when the page loads as well

Verified this issue and could not reproduce it on Firefox versions 122 and 124.
Tested with:
Browser / Version: Firefox Release 122.0 (64-bit)/ Firefox Nightly 124.0a1 (2024-01-27) (64-bit)
Operating System: Windows 10 PRO x64
