I'm now sure that this experiment cannot work in the current Nightly, as it uses the C++ API, but the gleanInternalSdk nimbus feature lacks the isEarlyStartup configuration.
This will change with bug 1848331.

The small period of time for testing this did not result in sufficient data to say one way or another whether this had any of its desired effects, alas.
Will wait until bug 1854086's experiment completes before we give this another go.
