However, when you go to their trouble-shooting page located here:
http://home.da-us.citibank.com/da/whatdo/index.htm
And click their individual tests for 128bit encryption and javascript, both
individual tests are passed. It still won't let you get into the site, though.
IE navigates this just fine, and re-directs the browser to this page:
https://web.da-us.citibank.com/signin/citifi/scripts/login2/default_login.jsp?cp=1
This re-directed page loads fine in Mozilla if you go directly to it. It also
does allow a proper login from there. Weird stuff.

I found this bug in the search that seems related:
http://bugzilla.mozilla.org/show_bug.cgi?id=90249
But it's reported as a problem with the page rather than the browser by this
person. I can't tell which it is and I'm not certain the other person can
either, so I'm reporting this as a browser bug.

Chances are this too is a problem with the page (the server)... I can't get the
server to usefully respond to a command-line SSL client to test, though.... :(
Confirmed on Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.4a)
Gecko/20030228 on WinXP.

according to bug 57074, this is an old url and no onger serves a purpose.
Citibank now officially supports mozilla.
