This CL removes the fenced frame WPT that specifically tests input
events in fenced frames that have undergone a COOP-initiated browsing
context group swap. We remove this test for two reasons:

  1. https://crbug.com/1411599 ensures that COOP headers have no
    impact on fenced frames anymore, so this test is not operating as
    it was once intended
  2. All navigations in fenced frames induce a browsing context group
    swap, and many tests assert that input events are handled correctly
    (user-activation.https.html, for example), so what this test was
    trying to assert is already covered by a myriad of others.

With COOP headers now having no impact in a fenced frame, we can remove
this redundant smoke test.
