In order to diagnose the cause of SOV allocation not hitting its targets, we need telemetry to identify which partner each client is assigned to. This will allow us to identify clients that are giving impressions to the other partners, in cases where a client has dismissed all tiles for the assigned partner, or to identify other issues arising that are specific to one partner. We can also include the context about that tile’s absence, such as whether the tile was dismissed by the user before or if Firefox didn’t get any tiles from the chosen partner.
