When the user imports some add-ons and restarts the browser before explicitly completing the installs, let's make sure we install the add-ons on the next startup.

Nope, thanks. This is some backend work for importing extensions in the (new) migration wizard but it's up to the frontend team to decide if we want relnotes. My understanding is that we won't enable this feature by default before 117.
