Translation popup is automatically opened only on the first visit to a given website

STR:

  1. Open https://elpais.com/
  2. The translation popup shows up
  3. Perform translation (this step is not strictly necessary)
  4. Reload the page (or close it and open a new tab to the same URL)

I would expect the translation popup to show up again, but it doesn't.

It is showing up again after a browser restart.

Severity: -- → S3

This was intentional to not present it again.

I'm wondering if we should set an expiration for how long we hold on to the host, because I could see re-offering translation after X amount of time.

I'm tentatively marking as WONTFIX, but I'll bring it up that this was confusing.

Or maybe not reoffer on reload, but reoffer when closing the tab and reopening it.
