When invoked, FirstStartup does two jobs simultaneously, and blocks until both are done:
- It initializes the Normandy client, which I believe involves downloading experiment recipes to determine if any of them need to occur for onboarding
- It deletes any pre-existing TaskScheduler tasks in case this is a pave-over install
Some users are seeing timeouts from FirstStartup, and we'd like to know which of these two jobs is the biggest contributor.

For completely unrelated but very similar reasons, :bytesized added a --backgroundtask install task at https://searchfox.org/mozilla-central/source/browser/modules/BackgroundTask_install.sys.mjs. Part 2. could be part of that (if it turns out to matter). I expect it to not matter.
