Steps to reproduce

1. Open Firefox without an internet connection or in Offline mode.
2. Import extensions from Chrome browser.

Expected result

• I am not sure which is the expected result but I assume that the matched extensions should be prepared for installation and installed after the internet connection is available or an error message that extensions can’t be installed.

Actual result

• The No matching extensions message is displayed even if there are matching extensions.

Regression range

• Not a regression.

These are the errors displayed in the browser console. I am assuming that Firefox can’t get the matching add-ons list without the internet. Feel free to close this as invalid if this is the expected behavior. Thank you!
