See the first patch in bug 1823489. We had to add a workaround to make sure that the panel-list and XUL panel would have non-0 dimensions when the first call to show was called.

This might have to do with the fact that the setAlign call also has a rAF and a setTimeout delaying the requesting of rects. Unsure though.
