Opening this to start a discussion. I think that opening a link from the migration wizard extension section should open a new tab instead of changing the current tab, as this aligns with the behavior of links in about:preferences. Also by navigating to the link in the same tab, we destroy the current instance of the migration wizard which may be unexpected to folks.

If we want to go this route, it should be as straightforward as adding target="_blank" to these anchors in the extensions section.
